I have passed my 12th from W.B. but my central obc ncl certificate is issued from bihar,so will it be valid in jee mains and my home state?

Your caste certificate of Bihar so your state quota is Bihar.
You are eligible for state quota in Bihar.
If you score good in jee main then you can get nit . Home state nit give advantage of own state students.
If you want government college of bangal.
You are eligible for state quota in Bihar.
