As you are not from west bengal, then it is a bit difficult for you to get into a renowned private college.
Though in wesg bengal, there are almost 70-80 engineering colleges, so you can try for Netaji Subhas engineering college, St. THOMAS engineering college, B.P. Poddar institute of Engineering and Management, Techno India Banipur, Dr. B.C. Engineering college etc. These are also renowned private engineering colleges that provides quality education and placements.

As you secured a rank of 14k it is ok in wbjee.

You are claiming that you are not from wb so that's fine. You can get seat in the engineering colleges of your own branch choices

As you are out of wb the chances might be low to get in the top college
