Dear if you have SC certificate and you can opt seat through SC quota then you get seat in Heritage Institute of technology in CSE easily because the last year end rank is above 2000 and your rank is under 20000 so you can get it easily don't worry about it but if you apply for general category then you can't get any good college.

you have rank which is a bit high but you can get CSE or IT course for Btech as you have reservation like SC.  the CSE or IT Cutoff is below 2K and your rank is above 16K for general. If your categorical rank is  below 10K then you can go for CSE or IT else You can apply for :-

•     Jadavpur University for Electroonics Instrumentation

•     Maulana Abdul  Kalam Azad University

•     Heritage Institute of technology

•     Haldia Institute of technology

you can apply for core branches and can get an admission for sure. If you are interested in any other college then you can go for it also.
