Your rank is very high . I think that you must have scored less than 100 , which means that you have not qualified NEET , irrespective of your category. Thus, you are not eligible for the NEET counselling .

You can get medical colleges which doesn't consider NEET marks and are not MCI recognized. But such a decision would be harmful for you in the future. Its better that you take a drop and prepare for next year.

You have scored a lower rank in neet 2019 and with this rank you can have a private mbbs or bds seat. But it will be expensive about 7,00,000-21, 00,000 lakh per annum. 

You can also go for neet in next year by preparing best for neet. 

Otherwise there are also many bright career options other than mbbs in the medical field that is pharmacy, bsc, laboratory technician etc.
