Hi Sourab,

No, you don't have to report to the reporting center if you weren't allotted anything in the second round. You would have had to report if suppose your choice got upgraded and you still wished to upgrade it. You'll have to report in the next round only if you wish to lock your choice or upgrade if something new gets allotted to you.
