hey 

there is no such reservation for pwd in jammu and kashmir . there is neet reservation for physically handicapped candidates for all india quota seats. 3% of seats under all india quota is reserved for physically disabled candidates with locomoter disabilty of lower limb between 50-70%. however if seats are vacant then even 40-50% disability can be considered. 

you can apply for neet counselling after declaration of neet result. if you qualify cut off limit of certain college then you can aplly for counselling. there are two rounds of counselling in NEET. to apply for all india quota seats go to MCC official website and click on 'new registration'.
