Use your categorical rank to get an admission in the counselling process so put the options of college according to your categorical rank only. If your rank is enough secured to get you an IIIT or a NIT then there is no risk. Better to give one option of college where you can surely get an admission and keep the priority low for it.

If you don't have any idea of how good the departments are or where your interest lies, you should just fill your choices as per the closing ranks of previous years, you won't be disappointed with the results of counseling atleast. That's a beginner's guide for choics filling really.
