Dear aspirant,as per the previous cutoff available for 2018 you may likely get lower branches at north-eastern NIT's or NIT's having low ranking.As per my experience a major change is seen in cutoff of many institutes and as you have a category rank,then in special round you will be benifited a lot.

Hi aspirant
As per your rank you do have chances for getting a better college than IIIT Manipur but you won't be able to get CSE .
Since your rank is not pretty much good enough to give you CSE in a good college.
But definitely you will get a better one than this but your branch might change.
