See i think the rank you have mentioned is your SC rank cause otherwise you would have gotten a good seat already. So let me tell you, everytime there is different amount of seats left vacant. There are reservation in CSAB Round as well and at your rank you might get a seat in some new IIITs and lower branches in a NIT or two. Go for it.

As your catagory is ST, there is slight possibility for you to get a seat in IIITs or NITs. The total seat for ST candidate in NITs 1827 is and the total number of seat in IIIts is 340. So, looking at the intake capacity, you might get a seat in any one of the government colleges but you may not get the desired branch. There are a total of 19713 seats in open catagory.

As per query you have a chance to get a seat in NITs or IIITs only when there are seats left for special round and since category rank of 4331 is very high to get a seat. But its not impossible so must try although I must say the chances are very low.
