Greetings to you,

It is unfortunate that you were unable to commence your course in 2018. But if one wants to be considered for the counselling process of WBJEE 2019, one should have qualified WBJEE 2019. There is no situation in which you'll be allowed for counselling on the basis of past year's marks/rank. So kindly reconsider your options if you didn't took WBJEE 2019.
