Now coming to your question i would suggest you to wait till the last round of the counselling.

Kindly accept the seat provided by paying the fee,and participate in further rounds.Then you would be able to get IIT ROORKEE if you have given it as first preference.

But most of all,there are slight chances to get a change in college.
