Yes, Heritage College is good for pursuing B.Tech in ECE. The highest package at Heritage till date is Rs.14.5 LPA and average package is Rs.3-6 LPA.

Heritage kolkata college is very reputated institute which has very good infrastucture, good faculty and most important  provide student with greater placements opportunities. You have made a right choice. 

Electronics and communications engineering is one of the vast and rapid growing field of engineering. The fact that scope of ECE in India is not high with respect to corporate jobs is quite acceptable as compared to other branches like CS and IT , however still some private companies prefer to hire ECE undergraduates in India with a good CTC. But in the government sector the scope for ECE undergraduates is quite high.
