Hi Aspirant

This is legal but each and every state has some penalities that you will have to afford.It is about 10-15 lakh in  Bihar & Jharkhand and this has been implemented 2-3 years ago.It very much depends on your state college and their terms and condition.It might be in your state this rule is not yet provisioned in that case you are free but if these kind of rule has been provisioned then you will have to do accordingly ,either pay the penality or stay in the same college (State college).Choose wisely and try to find your state terms and conditions before doing anything.
