I got seat in 1 allotment, but fee not paid, am I eligible to 2nd phase.

The second allotments are yet to be declared. The dates have not been confirmed yet and so its not obvious as of now when would the commencement of the event for the allotment would start. when ever it will start you'll get to know it and asked to fill choice at the same time.
