Most of the state level entrance exams offers admission to only the residentials of same state. But most of the entrance exams of state level have a 10 to 15% quota for the students of other state. As some of the exams are WBJEE, in which 10% students can get admission by JEE score in WB.  HPCET, to get admission in Himachal pradesh technical university. MHTCET to get admission in maharashtra colleges, KEAM for kerala, JAC for chandigarh and there are many more.
