what if I applied for OU in first counselling and I got seat in some other college where iam not interested and if same repeats in 2nd phase

You can float the college and wait till last rounds counselling untill you are alloted your preference based college.

If you dont unfortunately cinvert even in last round you have to accept the seat or simply withdrawn from counselling and make the seat vacant for other eligible candidates.

Better option is to wait till last round and then decide options accordingly.
