In this type of situation when you have got your upper preference you do not have choice to go to your lower preference under normal conditions.
You have one choice that when the 3rd counseling will over then there is further rounds to fill the vacant seat in every college.
Then during round 4 you can again choose your choices in the way you want and the seat will be alloted accordingly. Mostly all college participate in round 4 so there is large possibility of getting the seat you want if your rank is good.
