There is no weightage considered for marks scored in IPE to determine the rank. The rank solely depends on the marks scored in TS EAMCET. Candidates belonging to general category and OBC category must score minimum 25% marks of the total score that is minimum 40 marks out of 169 marks. For candidates belonging to SC/ST category there is no qualifying marks. As you have score less than 40 marks you will not be allotted a rank because you haven't qualified in TS EAMCET.
