1. Depends on your priorities like whether you want to do Job or Research(Yes Phd!). If you want to do research then IIT Kharagpur and IIT Bombay becomes your best bet. However, IIT Bombay has good research prospect as well. If you are looking for job after your masters then I think ISM Dhanbad is best.
2. If you are not sure of anything then take admission in any of the above mentioned institutes you will be through. Even I would say any IIT has good prospect for the subject.
