Applying for the state quota seats in NEET you have to go for the counselling rounds conducted by the admission committee of your state only. There nothing complicated or haed, the only thing is that you have to go for the counselling through the state admission committee. And then you have to register yourself online for the admission and then you have to fill the choices according to the course and college of your preference in your home state.
