In 15% all india quota, you have to fill your domicile state. That is, Himachal Pradesh. You also have to make a domicile certificate of HP to be eligible for counselling under 15% All India quota. For the 85% state quota seats, each state has its own NEET reservation criteria, which is applicable at the time of state counselling. So, you can also apply for 85% state quota seats in H.P.
