see first off all there so such strict rules.but it is quite obvious that you being a fresher will not get much permission to go out for outing for a long time.There are some specific rules in every hostel.Also time limit is giver and in some cases it varies for hostel to hostel and college to college.Like some hostel have a specific entry time and after you become a senior time will also be extended.
