Both the colleges you have mentioned are govt colleges and are among top notch colleges for commerce in India. Shaheed Bhagat Singh is an older institution than the other and has lower fees for BCom(Hons) too, i.e Rs.22.07K. BCom(hons) in Shri Guru Govind Singh college is about Rs.74.10K.

Shaheed Bhagat Singh College, Delhi is located in the most urbanised part of Delhi, so campus life is ought to be good. It has a NAAC accredition with A grade for commerce a CGPA 3.26//4. SHGGCC Delhi is also NAAC accredited with A grade for commerce with a CGPA 3.02/4. The classrooms, laboratories, libraries, sports centres and hostels are always well maintained and well equiped. Campus life is again similar to the other college above as it is situated in Delhi. Placements are average, with Rs.4.8 LPA as a average package and Rs.11 LPA as the highest package(data for Bcom hons)

In my opinion, go for BCom(hons) in SGGCC Delhi as because it has affordable fees, good academics,and has good placements with average package too.
