according to me you must go for iit yderabad for chemical engineering branch , you will learn practicaly many thing and will also improve your skills also as well as you will ghet job in best companies. all the best have a great future ahead.

As far as placement is concerned, IIT Hyderabad has much better placement record. To change branches in IIT you have score high CGPA and be among the top rank.

Dont think of branch change in iits. Due to a large competition it becomes difficult to change branch. Choose your branch related to interests and not due to packages.
Coming to your question
IIT BHU would be a better choice for chemical engg. BHU has a great and experienced facilities and faculties in this domain.
