IIIT Bhubaneswar is nothing as compared to IIIT-Hyderaba,Banglore,or Allahabad .Only those  who have below avg JEE ranks  take admission in IIIT-bh.

IIIT Banglore is always good compared to IIIT Bhubaneswar.

Both IIIT Banglore and IIIT Bhubaneswar are top colleges but I would prefer you to choose IIIT Banglore over the other. The infrastructure and faculty there have an excellent rating. Many top companies such as Amazon,IBM,Infosys,Flipkart visit the campus and the highest package given to a student is 36 lakhs per annum.All the best and hope you take the right decision.
