If you want to study physics and mathematics then opt for NISER because it is far better than all IISERs but if you want to study chemistry and biology then opt for IISER. Rest all depends on how you utilize the opportunity. 

Choose either of them. They are equally good. However, IISER will be a better choice. Rest decision depends upon you.
