Dear aspirant,
Both institutes are equally good, so please base your choice on the following aspects.
1. The one close to your home
2. The extra curricular activities found in each of the campus and wat suits your interest the best.
3. Look at what area you are interested in and how well the research is happening in that particular institue.
Given all this, NISERs are slightly older than a lot oof IISERs but IISERs offer a good tag (IISERite) which is considered to be more valuable in the society.

So, with regard of you're query. You have a good chance of getting admitted based on your NISER and Nest examination rank of 240 and the fact that you are an OBC candidate. NISER's 7th center. Kolkata, Berhampur, Mohali, Pune, Bhopal, Tirupati, and Thiruvananthapuram are the seven institutes in South India. Therefore, you have a good probability of being admitted to one of the seven centers or institutions of NISER, which stands for the National Institute of Science Education and Research, based on your caste category OBC rank 240 in the upcoming exam.

To get a seat in first round of counselling organiser student shoot have to secure at least 95 percentile of marks for general candidate, 90 percentile of marks for OBC candidate and 75 prrcentile of marks for SC and ST candidate. As you have got 89 percentage of marks in niser nest examination which is of a total marks of 200 so there is a little scope for you to attend the first round of counselling of NISER. Admission in niser that is national entrance screening test which is a total marks 200 and of 4 section of pcmb for taking admission in 7Institute of NISER.

See If we go through the analysis of marks Vs Percentile Vs rank for JEE-Main 2021 then according to the percentile mentioned by you in the question your CRL and SC rank is expected to be in the range of 93400 - 104995 and 5000-7000 respectively .
Note that the rank which is predicted is only the expected rank on the basis of previous year's data so your actual rank might vary depending upon current factors.

As you say that you got 78 Percentile in NISER 2022 and belong to OBC category. NEST 2022 section wise Minimum Admissible Score for SC/ST candidates will be 50% of the general category. Where as SMAS for OBC candidates will be 90% of the general candidates. NEST category wise overall minimum admission percentile:-

The network is fully managed, totally monitored, and highly secured as per industry standards. Data Transmission speed within the NISER Intranet is as high as 10 Gbps. The Computer Centre of NISER is also going to have a state-of-the-art data center hosting the major devices covering core switch, storage, and backup, servers, HPC clusters, etc. The entire Academic Area is covered by institute WiFi through 802.11 b/g/n/ac. The college is utilizing the 300 seater Auditorium of IOP and the 74 seaters Lecture Hall of its own for conducting various seminars & conferences. There are plans for the modernized auditorium and lecture halls at the Jatni campus and city campus in Bhubaneswar.
Since the campus is located about 25 kilometers away from Bhubaneswar city, the college has provided several shuttles to carry staff/students/faculty from the city to the campus & back.
