In my opinion you should go for ECE in NIT Andhra Pradesh.

NIT AP has much better placements in CSE, ECE right now in this year. That would be the most important point everyone wants thats why NIT AP is more prior to ECE in compare to IIIT Jabalpur.

But, IIIT Jabalpur is good for research programs(M.Tech and PhD) than NIT Jabalpur. Moreover IIIT Jabalpur has collaboration with Universities of Japan which is not the case with NIT AP. Jabalpur is safer than NIT AP and even more developed.

Considering all the factors above, NIT AP would be a better option to go for.

Choose according to your interest.
