Hello mr.hargovind9713971476 , If your IE means is Indian Electricity then there is one state in India which is not follow the rules of Indian Electricity is Jammu Kashmir and it is a previous data maybe they follow rules now.

But if your IE means something else then please mention it.

Hey there

If by IE you mean indian electricity rule then jammu kashmir is that state. But now rules are getting reformed in jammu kashmir and it may be possible that everything will be back to normal and jammu will start following the rules.
