Roshan, in this field, you have to fill in Himachal Pradesh. This field is for identifying your State of domicile and the States that you are eligible for All India Counselling. So if you belong to Himachal Pradesh and are its Bonafide resident, you shall fill this Himachal Pradesh as your State of Eligibility and the rest of the States excluding Jammu and Kashmir and Ladakh will be available for All India Counselling. This is because Jammu and Kashmir and Ladakh do not participate in All India Counselling.
