You would have to get the detailed cut offs for the INICET examination to know whether the specified rank of 3500 and the particular category you are in gets the AIIMS or otherwise.

Based on previous year INI-CET trends, getting a seat in any AIIMS with a rank around 3500 is quite difficult for the General category.
Here is the simple picture:
AIIMS Delhi usually closes well below 2500 .
Other major AIIMS like Bhopal, Bhubaneswar, Jodhpur, Rishikesh, Patna also generally close below 3000–3200 for most clinical MD/MS branches.
Newer AIIMS campuses also tend to close before 3000–3300 for most specialties.
So with a rank of 3500 , the chances for an AIIMS seat are very low , especially for clinical branches.
You may get a chance only in very less-demanded branches and that too in later rounds , but it is not guaranteed.
