Your rank is 45000. The closing rank for ECE in VIT Vellore and Chennai is 14500 and 25000 respectively. Therefore, you would not be getting ECE in these two campuses.

The closing rank for Mechanical engineering is VIT Vellore and Chennai was 19500 and 32000. Therefore, here also the situation is same for you. However, it is worth mentioning here that the above mentioned ranks are past year rank and hence are subjected to change every year.
