There is no state wise quota in SPA, Delhi. The students selected there purely depend on their rank. If a Telugu student manages to clear cutoff then he/she will be sure there. There are 141 seats in SPA Delhi and 29 states in India so there is a great possibility of any telugu being there in SPA Delhi.
