The School of Planning and Architecture had quite a humble beginning in 1941. It was eventually affiliated with the University of Delhi and merged with the School of Town and Country Planning, founded in 1955 by the Government of India to offer rural, urban and regional planning services. In 1959 after integration, the School was renamed the School of Planning and Architecture. Recognizing the specialised quality of the disciplines in which the college was great, the Government of India, by the Ministry of Education and Culture of that time, awarded the School of Planning and Architecture the title of "Deemed to be a University" in 1979. The School has made significant progress in the implementation of academic programmes in particular areas, both at Bachelor's and Master's level degrees. So with regard to your query, to get into School of Planning and Architecture in Delhi, you need to get 99 percentile in JEE Mains exam. Because the university considers JEE Mains score as the eligibility criteria to get into the university. Mostly, if you score more than 300+ you have better chances to get into that university. In my opinion you should go for SPA Delhi.
