Considering your rank and the trend of previous year cut off for B.Com Hons you will definitely get a seat in IPU however chances of making it to VIPS and the other 3 top colleges are bleak. You may be allotted a seat in 3rd or the 4th Round of Counselling. Also once spot counselling starts, Outside Delhi Students are also considered at par with the resident Delhi students.
