It is difficult to tell you the exact admission possibilities because every year cutoff  varies due to various reasons, but as you said that you have domicile of Uttar Pradesh, you are not eligible for 85% state quota in Rajasthan.

and for getting a management seat in Jhalawar Medical college you must have score of at least 570 ( as per cutoff of NEET 2019), and this year as the paper was easy/moderate, this cutoff may rise, so this year it seems to be not possible for you to get a seat in management quota in Jhalawar Medical College but you can also look for other medical colleges also
