generally rrb group d exams qualification are related to 10th pass or 12th pass level. so if you have the required degree you may certainly apply. but with educational qualification you must meet the criteria for age limit, nationality, domicile criteria if any etc.

As you have mentioned that you have got 66.89 percentile so I would like to tell you that if you are aiming for good higher colleges like anna university , university of chennai, ssn school.of management then I don't think you would be able to grab a seat in any of these. So you should go for lower colleges.

According to the expected Cutoffs, With this percentile it is very very difficult for to take admission in Anna University and top participating Institutions. But the Cutoff fluctuates every year, so don't lose hope. However, Official cutoff for TANCET 2021 has not been released by Anna University, conducting body of TANCET exam 2021 on behalf of Tamilnadu government.
