Hi
Your profile suggests that your home state is Rajasthan
It's quite difficult to predict because cutoff keeps changing every year depending upon various factors like :-
******number of students that appeared in the jee main exam,
****** number of available seats,
****** performance of different students in the examination,
****** the category you belong etc.
But yes,
When we go through previous year trend then
>>>>> With 7400 obc rank
You have low chance in NIT Agartala for computer science
For example,
In 6th round of josaa counselling 2020,
--------) Under other state , NIT Agartala cut off/closing rank for computer science for obc category for gender neutral was 5828 obc rank
You can check the same at
https://josaa.nic.in/Result/Result/currentorcr.aspx
For computer science,
You have chances in nits like
-----------) National Institute of Technology, Srinagar:- CSE :-7593 obc rank
-----------) National Institute of Technology, Manipur:- computer science:-8349 obc rank
----------) NIT Mizoram :- cse :- 9343 obc rank
-----------) National Institute of Technology Nagaland:- computer science:-9632 obc rank
This prediction is on the past year data basis but cut closing rank for colleges changes every year depending upon factors like number of candidates that write jee main examination, difficulty level of the question paper for different shifts of jee main etc so

Unfortunately, you seem to be not eligible for GATE as the eligibility criteria says that your backlogs should be cleared before taking admission in any MTech or GATE based colleges.
You are qualified to take the GATE only if you can pass your backlogs until final semester examinations within four years. However, because you have a backlog yet have already passed out, you are not qualified for GATE. To be eligible, you must finish your backlog.
