If you are searching for best then I will suggest you to choose NIT kurukshetra with civil engineering.
NIT kurukshetra is better with civil engineer in aspects of placements, infrastructure ,faculty and crowd.

Median salary in this college for BTech with civil engineering is 6.50 lakh .
You can also get some IITs but IIT which you can get with you rank is iit kanchipuram Chennai, which is established in 2007 . And it will take 1 more time to fully established. So I will suggest you to choose from NIT colleges.

It would be better of you choose some well established iiit's over the north east situated nit's. Also i would suggest you not to choose the newly established iiit's as they would take a lot of time to get established. Nit's would be a better choice then. But some older iiit's would be a better choice.
