Hey there!

Yes, you can always go for a second MS degree if you want. For applying to the MS programs in USA, however, you will have to appear for exams such as GRE and English proficiency exams such as TOEFL or IELTS. Apart from that, you will also have to get recommendation letters, make a CV/ resume for yourself (required in some cases) and write a statement of purpose.
