Yeah admissions are still open in various universities and colleges and before that you need to select the domain of that respective college in which you want to take the admission.

pease suggest any Govt owned colleges of engineering for lateral entry, B. Tech computer science and engineering

There were very less lateral entry colleges owned by the government for lateral entry and in private i think you should go with the LPU that will be the good option.
