You have not mentioned that from which stream you are ,which course you are interested in, which University you are interested in. But yes in order to take admission in any college or university you have to qualify it's entrance exams or fulfill its eligibility criteria.

You haven't mentioned the name of the university about which you are asking; so let me know the name of the university so that I can help you. It actually depends on the university, for example, DU provides admission on both merit and entrance basis whereas if you want to take admission in bhu for graduation after your 12th then you need to go through its entrance called bhu uet, there's no provision of admission on the basis of merit in your class 12th exam  in case of bhu , so it varies as per university.
