After qualify JEE Main Entrance exam you make eligible to apply for JEE Advanced. The qualifying cutoff is the minimum marks to be eligible apply for JEE Advanced & JOSSA Counselling.

Admission cutoff is the cutoff require to get admission in particular college, It differs college to college.

No, colleges are not free, you need to pay fees for college. If you qualified jee mains then you can take admission in private as well as government engineering college.
