The All India Rank(AIR) denotes your rank among all the candidates who gave the exam of NEET and is completely irrespective of your state.

The State Rank denotes your rank among the candidates who gave NEET Exam from your state .

Let's say your All  India Rank is 12345 , this means that you are at 12345th position across the country, now in your state let's assume that your rank is 123, this means that you are at123rd position in your state.

Now, answering your query Your All India Rank is used in both State as well as the All India quota

State rank is just for the reference, same as the category rank in JEE Mains.

Your STATE RANK denotes your rank among the candidates who appeared for neet from your state .

for example your ALL INDIA  RANK is 16234 , this states that you are at 16234th position across the country . now in your state your rank is 247 , this denotes that you are at 247th position in your state.

Your ALL INDIA RANK is used in both STATE AS WELL AS ALL INDIA COUNSELLING.
