Any student can apply in state level counselling NEET UG in madhya pradesh but they will only be eligible for open round counselling to get any seat in private college. Because initially first preference is given to MP domicile candidates upto 3 rounds and then after that in mop up round Any participant can get seat based on their rank.

The MPDME prepares a separate rank for Domicile and Non domicile students.

According to your question and taking into consideration that you are not a domicile candidate.

According to my knowledge for a state medical or an engineering college it is mandatory for a student to have a local residential certificate of the town. In other words a non domicile candidate cannot apply for Madhya Pradesh state quota counselling.
