No, the seat allotment during the VIT counselling is not like that of you have mentioned. If a seat in category 1 remains empty during the earlier phase of counselling, a chance of selecting it would be given next candidate who has a higher VITEEE ranking. So if any seats in lower fee categories are left vacant, it is automatically made available for the grabs of next candidates.

If you have choosen a lower category and it is still vacant till your chance comes,then admissions for the same would be offered to you.
