Admission to VIT is conducted on a merit basis through it’s own online entrance exam, called the Vellore Institute of Technology Engineering Entrance Examination (VITEEE) and through management quota also. because there is no relationship between VITEEE and JEE Main.

Yes You can. Vit and jee are both totally different examinations and are not related at all.

Yes you can obviously fill VITEEE application form even if you haven't filled jee mains application form as both the application forms are not linked to each other.VITEEE makes you eligible for admission in VIT UNIVERSITY'S campuses while jee mains makes you eligible for jee advanced,NITs,IIITs and many government and private colleges.
Apply as early as possible because the last date to fill VITEEE application form is 15th March 2018.
