Yes there are average chances of you getting CSE in DTU although the cutoffs of different colleges aren't out yet but if we look at previous year cutoff trends the closing rank of CSE in DTU was around 72k so you could easily get the college. You can yourself predict what colleges you might get with this rank with the help of jee main college predictor.

Sorry but then I fear the chances are bit rough as cutoffs for outside Delhi students are very high

Sorry to say that you will not be able to .As for outside delhi students the cutoffs are very high.Your rank should be in the range of 6-7k in general category for you to get cs in DTU.For you rank you should wait for CSAB spot round councelling and other state level colleges.Best of luck.If you have any queries you can message me.
