As you are not a resident of West Bengal, then it is going to be difficult to get any seat in Institute of Engineering and Management. Most probably, the closing rank of IEM in electronics and communication engineering is around 2500-3000. Maximum 3500 after round 3.
But you have a slim chance to get seat in Heritage Institute of Technology. Otherwise there are many colleges which provides quality education and placements. For example - Techno India main campus, Techno India college of technology etc.
