Yes,you can get  a sure seat in IISER out of 7IISERs in India as the cut off for taking admission in any of the iiser the students should have the rank between 15,000 .As you have the rank 11,134and this rank is within the cut off rank 15,000so the chance for taking admission in IISER is bright.
